Jacobshas partnered with NASA to support space flight programs for more than 40years. While the majority of work is directly in support of LaRC, otherindustry partners and Government agencies may be supported at remote sites asdirected by the Contracting Officer (CO). The Center Maintenance, Operations,and Engineering (CMOE) contract comprises of three major categories of work –operations, maintenance, and engineering (OME), as described below.

  • Maintenance – Research and institutional facility maintenance includes, butnot limited to, preventive maintenance, trouble calls, repairs, ReliabilityCentered Maintenance (RCM), Facility Condition Assessment (FCA), andmaintenance/operation of central utilities (e.g., electrical powerdistribution, potable water, storm water drainage)

  • Operations – FacilitiesOperations support includes, but not limited to, wind tunnels, laboratories,and test stands testing, instrumentation calibration/repair; plant andutilities (e.g., high pressure air, Liquid Nitrogen (LN2) and Steam Plant);technology development and administration, including, but not limited to,Facility Automation Systems (FAS) and Data Acquisition Systems (DAS)

  • Engineering – Facility engineering includes, but not limited to, engineeringstudies, design, construction, construction management, configurationmanagement, tactical engineering, pressure system recertification, projectmanagement/planning support.

Responsibilities:

Leads, supervises, and directs teams ofengineers and technicians responsible for planning, executing, and closing outdiscrete wind tunnel test programs in the National Transonic Facility.Establishes test timelines, manages all test-related resources, and evaluatesdeliverables for quality and completeness. Duties also include identifying andimplementing process improvements, determining and coordinating requiredfacility upgrades, and producing/delivering technical papers and presentationswhen warranted. Develops and implements training programs for new and existingpersonnel. Works with peers across the organization to optimize workforcedeployment and ensure continuity of operations. Reviews and modifies standardoperating procedures, work instructions, checklists, etc.

Establishes and maintains large cross-functionalnetwork of resources to assist in providing high-quality solutions for client.Will interface with subordinates, peers, senior management, and clientpersonnel at all levels as needed.

Qualifications

US Citizenship required. Minimum of two (2) years college orvocational training in area of specialty plus fourteen (14) years relevantexperience, or any equivalent combination of education/experience for a totalof sixteen (16) years.

Demonstrated leadership ability, and good communicationskills are required.

Preferred: BS degree in aerospace or mechanical engineeringfrom an ABET accredited engineering school or a MS degree from an ABETaccredited engineering school.

Courses in Business Management experience/education a plus.Must have demonstrated ability to supervise and lead teams in preparing andconducting wind tunnel tests of scale models; to maintain good interpersonalrelations with test team members (including test customer personnel) whilemeeting time, quality, and cost requirements; to recognize the importance ofcustomer relations; to respond properly to changing customer needs; and tomulti-process inputs with a coherent output.

Essential Functions:

Work Environment

Office Environment. (80%)

Test/Industrial Environment – May be exposed to areas of highnoise levels, hazardous propellants, explosives, chemicals and industrialfacilities (15%). Travel between facilities and test sites is required (5%)

Physical Requirements:

Must have sufficient mobility to enter into confined spaces,crawl into or onto various assemblies while maintaining a clear vision ofsafety is required. Potential exposure to high noise levels, hazardouschemicals, propellants and the like. Appropriate PPE and training will beprovided for all conditions. Must be able to walk, stand, bend, twist and sitfor extended periods as well as climb, crawl, and lift up to 35 lbs.

Must have sufficient mobility to enter all areas of testfacilities; crawl, climb ladders, enter confined spaces, ability to work atelevated levels on platforms and scaffolding, etc. (20%)

Standard office equipment - PC, telephone, fax, copier, etc.

Software: MS Office Suite (Word, Excel, Outlook)

Safety and personal protective equipment (20%).

Attendance:

Regular attendance mandatory (100%)

Overtime/work outside normal schedule required (<20%)

Other Essential Functions:

U.S. Citizenship required. Must be able to work in a teamatmosphere. Must put forward a professional behavior that enhances productivityand promotes teamwork and cooperation. Grooming and dress must be appropriatefor the position and must not impose a safety/risk hazard to the employee orothers. Must be able to balance scope, schedule and budget to insure projectsuccess. The work environment requires the ability to cooperate and work withindividuals at all levels of the company and the client. Must be able to obtainand maintain a security clearance. A valid driver’s license is required.
